Permit parking charge

Hello all,
A friend has just gotten a parking charge for being in a permit zone at a friends place. It is an E-permit and they had difficulty getting online so it got issued approx 30 mins after they got the ticket in question.
Is there any way out of this or just fork up?

At a guess, it looks like it might be a council issued ticket.1 -
