in Techie Stuff
In Computer Active, they suggest going to Google Messages app, message settings, then RCS chats, turn on ZCS chats and make sure AUTOMATICALLY RESEND AS A TEXT, is switched off to stop you being charged when RCS isn't available.
But there's no mention if the recipient is charged whether or not they have RCS enabled when my photo arrives with them.
Anyone know please?

The recipient won't be charged for the message itself but may be charged for the data of the photo when it gets downloaded, which is no different to anything you send regardless of how you send it.RCS after all is just SMS Texts on steroids with extra bells and whistles, and trying to pretend its WhatsApp/iMessages...3

RCS is not connected to SMS, that's MMS.
RCS is an encrypted messaging service similar to WhatsApp etc.
To the OP, if the recipient does not have RCS or chat as they now call it. Your messaging app will say Text Message not Chat Mesage before you start typing. If you try to attach a photo it will ask if you want to switch to MMS which will cost you to send but are free to receive on all UK networks .2 -
