TUI, APD refund

I had to cancel my holiday with TUI, I got 100% refund on holiday minus deposit, which it appears this related to the Air Fare with Easy Jet. I also claimed for independent seat bookings from Easy Jet via my insurance. My insurance refunded the Air Fare and seats minus the APD which they refunded direct to TUI. My insurance company told me I have to contact TUI for a refund of the APD. Having contacted TUI they say they no longer refund this and couldn't give me a reason why they had changed their policy. This is money I paid within my Air Fare, if Easy Jet refunded TUI I am unsure why TUI don't have to refund this to me?

TUI's cancellation policy seems to entail reimbursement of total cost minus deposit (if far enough in advance), so I can see why they'd contend that they've complied with their contractual obligations, but conversely I can understand an insurer's standard position that they won't refund costs that could/should be recovered from elsewhere.
Are TUI expressly telling you that they've changed a policy recently?0 -
How much was the APD? Travel agents can, and often do, charge a handling fee for refunds from the airline and so could potentially write off the APD0

Surely you go back to your insurers and say that TUI refuse to indemnify you and so would they kindly cough up and go to the ombudsman if they wont play ball
It is not relevant what EasyJet with whom you did not have a contract did or did not do.
( any more than if you booked with TUI and they did not pay EasyJet EasyJet would not fly you )
