DCBL Letter in Scotland - £170

Hello there! Apologies if this thread ends up in a "Yes, read the NEWBIES post" but was thrown off by another post from a few months ago. (That the laws in Scotland were changing)
I've received my second/Final letter from DCBL (Limited, not Legal) - I parked in a Just Park 5 months ago - the client for DCBL is Civil Enforcement Ltd.
Should I continue to ignore? Has always worked for me in the past but have never received these Cant Pay Take it Away letters before.
Side note - I'm almost certain the venue I parked at has gone into Administration as well, though its Grey area as it might have been a shared space with a hotel.
Will delete this thread if its as simple as "Ignore"
Thank you!

DCBL are just trying it on again ... they know all about Scotland
As you know, these are scam letters to ignore
Yes, the law will change in Scotland but will not play any part in current cases or cases right up to the new law
Never ever name the driver.

Awesome, thank you so much!
Also, they added an extra letter into my Surname so technically its not even for me....
Though now I might be liable for opening other peoples mail!
Thanks again, folks - really appreciate it.0 -

Just out of interest, when you say "Never ever name the driver" When would that happen? Only if I reply, surely? Which I dont think I ever will TBH - I was going to email saying "This isnt me" on a slight technicality on them mispelling my surname but decided to just blank them completely0 -

In Scotland, in particular, you should never name the driver. The reason for this is that, in law, the driver and the keeper are two separate entities. The PCN is addressed to the keeper because that is what is registered on the V5C with the DVLA.
In Scotland, for the time being, there is no keeper liability. Only the driver can be held liable. The PPC have no idea who the driver is and can only "invite" the keeper to name the driver.
There are other reasons why the PPC are unlikely to make a claim in Scotland because they would be responsible for their own costs, even if the were to win. That makes it very unprofitable for them unless it was a claim for multiple PCNs.
The other reason you should not contact the scammers is because some people inadvertently reveal themselves to the the driver with statements such as "...I parked..." or "...as I drove...".
So, as advised, ignore. Get on with your life. Nothing will come of it.2 -
I suggest the OP searches the forum for Scotland parking law changing 2024 and reads our previous posts, to save us time and typing. Please just search the forum as it's been said so many times.
I don't want Scottish drivers thinking they can always ignore private PCNs, and in readiness for next year they need to start paying more attention to signs on private (non-Council) land such as retail parks, hotels, pubs, gyms etc., and estates of flats.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

And there you have it

Sorry for jumping on a thread, but can someone please tell me what would happen in Scotland if the driver was stupidly named? I am the registered keeper but my partner (the driver) called as he had no idea he parked on private land (small Costa car park, he was a customer) and contested it. Before we read all of the advice obviously. It was all the usual PCN, CBL, DCBL letters.
It was from a few years ago, the letters went silent but now they're back with a vengeance. Any advice appreciated.0 -
