Dropped Kerbs and the law Liverpool City Council

Hi there, I have recently been issued with a fine for parking near a dropped kerb. My wife is disabled, and I was taking her to hospital displaying badge. With my mind on other things, I didnt even notice it. Be very grateful if someone could tell me if I should dispute it or just pay it. A simple 'Keep clear for wheel chairs' sign would have alerted me, or a more brightly visible line , as I am over half of it. I would have thought this maybe a bit of a common mistake. It is Liverpool City Council traffic who issued the fine, and would think this is a bit of a money spinner
