I'm assuming this was dark chocolate that was sent and your dogs are small? Hence the hefty vet bill!
(As milk and white chocolate doesn't have much theobromine in which causes dogs to be poorly).
You need to write a letter before action to M&S with a copy of the vet bill along with a letter from the vet saying why treatment was essential and give them 28 days to pay.

in my view M and S have done nothing wrong.
it is dhl you should go after - forget the fact that you ordered anything - DHL should not be throwing anything over your garden fence you have never given them permission to do that you have only given them implied permissions to put things through your letterbox1 -
