PCN received at "old" address

So I've been in this house over a year, and I can see from an envelope that's come to my address it very clearly says that there's a PCN charge, without even having to open the letter ie: the transparent bit is a bit too big. The person they're chasing is someone who lived here before I bought the house 

Given that, is there anything I can do to make them go after the person at the correct address? My worry is that if they don't pay, or don't even know they need to pay because they haven't updated their address, bailiffs might come to my door if things escalate

    Get the notion out of your head that bailiffs can somehow just appear at your or anyone else's door out of the blue. You've been watching too much rubbish reality TV.

    Is the letter addressed to you? Are you just worried that because it is to your current address (previous owners old address) that you are somehow liable? Get that notion out of your head too.

    If it is not addressed to you personally, you can just make a note on the envelope that the addressee no longer lives there and pop it back in a letterbox.

    Do you know the new address of that person, or the estate agent they used?  Try to get the letter to them.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
