Highview Parking PCN

I parked in Epping Forest Retail Park which is managed by the above. The car park states there is a 3 hour limit for parking. The car park is always busy as there are quite a few shops. I later received a PCN notice stating that I parked for 3hrs 16mins.
I have appealed the PCN pointing out that I parked for less than 3hrs however it took the additional time to exit the car park owing to an incident involving other vehicle resulting in congestion and a backing up of vehicles (there is only one exit).
Is this adequate grounds for appeal?

You must now carefully read the Newbies/FAQ thread in order to see if you have made any mistakes and what the process is when your appeal is rejected.
Have you tried Plan A yet? A complaint to the landowner and a letter to your MP to get them involved?1 -

Obviously you know you won't be paying. Not even if you get a court claim, which is when you win.
But try Plan A first (which is not 'appeal'). Fully explained in NEWBIES PLEASE READ THESE FAQS FIRSTPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
