PPS ticket for 1 min stop

Hi
A couple of weeks ago I parked on a street in London. I had prebooked a parking space using JustPark but when I arrived I had trouble finding the allocated bays. I stopped briefly in a bay to check the signage and found I was in a bay for permit holders only (see image from Google Street View below). After locating the correct bay I moved my car to it.
Shortly after, I received a PCN from PPS which I appealed online (unfortunately I disclosed I was the driver which I didn't realise at the time was a mistake). They rejected my appeal stating that I was parked in a bay marked NO PARKING AT ANY TIME. However, I just noticed the picture of the sign they are referring to is actually on another road (see pictures below). The nearest sign I can find on the road I was actually parked shows Permit Holders only in much smaller letters.
Surely they can't enforce this? I only stopped long enough to read the signage, reject their contract and move to where I was parked. They also appear to have wilfully used another sign to try and elicit payment.
How should I proceed? Just follow the POPLA appeal step?
