How often are reduced fines still allowed after a PCN appeal?

So many people online tout that "if you appeal, it pauses the 14 day reduced fine period", but here I am, looking at a PCN from Birmingham Council saying:
"It is important to note that the opportunity to pay a PCN at the reduced rate is only available if payment is made within 14 days from the date of service of the PCN.
This mean that if a representation against a PCN is not accepted the standard charge of £120 applies if the 14 day reduced charged period has passed"
(Naturally, upon appealing this PCN, it said it would take 4 weeks to decide)
So it got me thinking, after seeing people online so often saying that you still get offered the reduced fine, is that true and Birmingham council is just being unreasonable/scamming people, or is this simply not true?

I've had one from BCC before. I did the informal appeal lost and still got to pay the reduced amount1

Since we concentrate on parking charge notices from unregulated private parking companies, you would be better off taking this over to our friends on Pepipoo.com as they are the experts on council and police issues.You will need to sign up on Pepipoo with a non-Hotmail email address before reading the FAQs, then posting both sides of your PCN with your query.1

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
