Not really.  The retail energy companies will be paying their suppliers according to how much their customers use.  So if a meter isn't recording anything, then the energy company won't be paying their supplier for the energy either.

The people who lose out will be the generators, who are generating electricity that nobody is paying for.

Not even the generators.

It'll become part of the nebulous "distribution system losses", the difference between what is put into the grid by the suppliers and what is measured out of it by the consumers.

Which means we all pay for it one way or another, as part of the operating costs.
