In short, tho', yes, it should be turndownable, but will need some plumbing skills. Not much, but some
I have a 16-year old GW CXi, and that has a built in auto by-pass, so almost certainly yours does too. I'll stick my neck out and say that your towel rad does not 'have' to be on.
Could you no prise up one of the collars as FreeBear says - almost certainly just a friction fit on the pipe ( they have a half split to allow full removal too), and shine down a torch and place your phone's lens over the gap too. See if you can capture a valve in there.0
