    We need more info.
Make and model of boiler would be a good start.
Also, the type of system you have - is there a hot tank?
And, does this towel rad come on with the CH, or DHW?

In short, tho', yes, it should be turndownable, but will need some plumbing skills. Not much, but some
Glow worn combi I don't have a tank. It only comes on with the CH
Any idea of age? Or exact model?
I have a 16-year old GW CXi, and that has a built in auto by-pass, so almost certainly yours does too. I'll stick my neck out and say that your towel rad does not 'have' to be on.
Could you no prise up one of the collars as FreeBear says - almost certainly just a friction fit on the pipe ( they have a half split to allow full removal too), and shine down a torch and place your phone's lens over the gap too. See if you can capture a valve in there.
