    Sadly you don't have a right to use a bank the way you want to. And no, no bank now does what you desire and believe you have a right to.

    If you want to spend your money when you want with no "hoops", then you need to keep it with you. Note I don't advocate this, it's a daft idea. 

    None of the apps are easy if you aren't familiar with tech. And they're all appreciably different. Do you have a relative who can manage or help you with this?

    If you're someone who doesn't want a mobile phone (or cell phone as you call it - are you American?!) it MIGHT help to know that for about £1.50 a month you can have a mobile phone number which receives texts and voicemails and forwards them to an email address.
