Can UKCPS enforce their no parking

Hi all,
I work on a small high street and with limited parking I have always parked in a small car park directly behind one of the cafe’s whose owner I am friends with.

Today I discovered UKCPS signs everywhere and found out that the whole car park is actually owned by someone else.
On the sign it states the usual “£100 parking charge” and terms and conditions in small print. It also states that virtual permit holders are allowed to park there.
My query here is that there are no cameras at all in the car park so is there even a risk of a ticket or will they be sending actual parking wardens to check on it? Of course they may later add cameras but until then am I safe to park here?

No just ignore UKCPS if you ever get a PCN from them. Search the forum!
BUT STOP PARKING THERE.Immediately. Clearly they do not invite the public to park, so stop. You will get PCNs. Your car isn't wanted. Find somewhere else.
You are not safe to rack up multiple PCNs.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
