My ex employer didn't pay me the money for holiday after quiting job

I had few days of holiday unused and my ex employer didn't send me money for unused holidays

    It's a big recruiting agency, i try to call them but the consultants from the agency changed the phone number, i can't contact them i send an email to hr , wich is in another city but they didn't reply in over 2 weeks.
    They could retain my money because i didn't give them a notice?

    Yes, if you didn't give them the notice that your contract required, you might owe them more than the holiday pay they owe you.

    i was temporary worker, i told verbaly to someone from the hr i am looking to quit 2 weeks before, and asked if i need to give them a notice, and he said no.

    From the agency , he was a consultant that was working for the agency, in their office, i am not sure in what position he is working because they have manny consultants, mangers, etc.. 
    they have few hundreds people at that work place that work with them temporary.

    yes i was employed by the agency, i think the laws applies the same for each one of them , until i found out where is the problem i can't name the agency
