Premier Park PCN - At POPLA Appeal Stage

Hi there,

I'm looking for a bit of advice here.

I received a PCN for overstaying the maximum stay by 1h 15mins.

This overstay was due to myself attending a vet appointment with my pet. During the appointment, the vet suggested further exams had to be done to my dog so I had to stay with it all morning. It was not until lunch time that I was allowed to return home, having to come back later the same day to pick him up. For this reason I wasn't able to move the car until I left the vet practice.

I did initially appeal to Premier Park stating the reason above and attaching the vet invoice showing all exams and procedures carried out by the vet. This appeal was obviously denied.

As I thought this PCN was deeply unfair, I appealed to POPLA stating the same reasons and attaching the same invoice.

I'm now at the stage where Premier Park has submitted their statement, which includes photos of the signage present in the park, my car entering and leaving the park and a redacted ANPR agreement and I have now to comment on their evidence

After reading through various threads in the forum, one of the suggestions is to not identify myself as the driver, thing that I clearly did, so I was hoping that someone could help with some tips on how to reply to their evidence at this stage.

    You'll lose at POPLA unless their signs aren't great.  Not sure why you tried POPLA for an overstay case? Did you do this knowing it will be lost and was a waste of time, and not to pay anyway?

    The vet's surgery manager should have cancelled the PCN for you when you tried PLAN A.

  • TBH it was only today that I found and read all the information in this forum.

    I tried POPLA because it was the only option offered by Premier Park after they denied my appeal.

    Do you think if it's still worthy contacting the vet's surgery manager to try to get the PCN cancelled? Or that option is no longer available?

    Always do PLAN A.

    You won't be paying but you did this the wrong way round.
