10 minute Grace period

Hi,
My ticket is an official council on street parking fine , not a private parking charge? My question is the rumoured 10 minute Grace accurate? I left my car to get change from a shop (I was unable to use mobile payment at the time. On return I found a parking ticket. The ticket details the time vehicle was first observed and the ticketed time. The time between observation and ticket is six minutes? Will I likely have grounds for appeal on this basis?
