ULEZ refunds

ULEZ autopay took a fine straight out of my bank account by direct debit that I had already paid.
I complained and they agreed it should not have happened.
They then put the credit into my auto pay account instead of back into my bank account. (Therefore the interest is in their bank account still instead of mine) and also twelve pounds fifty pence is wrongly missing from my account which I might have needed for bills.
I complained that I wanted the cash back into my bank account instead of credited on my ULEZ autopay account, and they agreed to refund to my bank account.
They then said they would send me a cheque for the refund and refused to refund me by direct debit even though they removed it wrongly from my account by direct debit.
This is obviously just a delay tactic to earn interest from the general public.
If they drag their heels with refunds and "accidentally" remove money from bank accounts via auto pay then the interest they can earn could earn them millions.
It's obviously underhanded tactics, their autopay computer system makes errors and I'm sure it's happened to more than just me. TFL then makes the refund a long process, gives no reassurance that they will amend auto pay's software to stop this happening...... equals millions in interest via a computer error that they have no intention of fixing. If that's not a stealth tax then what is?

@Eamonokeefechesterfieldgoal, can you ask them to add an extra ten pence to the amount being refunded to cover the lost interest?
Or maybe cut your losses and avoid spending any more of your valuable time on this.2 -
