Euro car parking tickets

Do eurocar parking ever use discretion on appeal . My  disabled partner used her blue badge in a wilkos car park thinking she didn't have to pay . She entered the car park 5 times in a few days when they were closing down and now the tickets have started to arrive .she can't afford the fines but if not paid go to £100 each . Do they ever accept a weekly payment or even quash any if it was a genuine mistake and not an attempt to get away with not paying . She was only 30 mins each time and I believe 15 mins are free .

    @michno8, welcome. Do not even consider paying ECP. Your partner is being scammed. You are in the right place to get advice. How many NtKs has your partner received already?

    Obviously, Wilkos is no longer. However, was it a car park exclusively for their customers. Are there other retail outlets that share the car park? If so, can you find out who is the managing agent of the car park. Often there is a sign near the entrance that will have this information.

    ECP are known to have signs that breach the CoP of their ATA and can be easily appealed at the second stage appeals service POPLA and if that fails, most judges would throw any claims from them out of court, if it ever got that far.

    ECP will not care one iota about anything mitigating and appealing that you have a blue badge or a disability won't cut it with these intellectually malnourished vermin who infest car parks. ECP NtKs are usually PoFA compliant so it will be either the RK or the driver who will be liable.

    Have you read the Newbies/FAQ thread yet? That explains all the steps you will need to take. Firstly, there is Plan A which is the complaint to the landowner/store and a letter to your MP asking for them to intervene.

    For now, don't even consider paying anything to the scammers. Also, they are not "fines". They are speculative invoices from an unregulated private parking company. Big difference and you have no debt to them unless a judge says you do.
