Rent Deposit / bond with held

Looking for advice. Moved out of a property last month due to rent increase / no repairs or maintanence done after repeated and requests, finally I left, I lived in the property for 1 year 3 months, property left in very clean condition.
Landlord took £800 deposit and failed to protect it. Now landlord refuses to return the deposit and demanding a month's rent to repair and repaint the house. I gave the landlord 4 weeks notice. No rental arrears due. What are my rights?

How long has the tenancy deposit scheme been in action? And still landlords are trying to 'work around' it.
