Euro Car Park minor keying error


Hi all,
I hope for some help, I know I should complain to landowner but I'm not sure if it's too late?
Also, I can't identify landowner.
date of the event: 10/07/2023
place: Mansfield Street 12 Belgrave Gate Leicester
parking operator: Euro Carparks (BPA operator)
I made a keying error in my registration number - wrong order and I missed a number - I believe it should be classified as a minor error. I have a parking ticket to prove that.
From what I found on this forum I should complain to landowner and then Euro Carparks and then BPA.
I was on and off home and so far, I received 2 letters form Euro car parks dated 17/07/23 and 16/08/2023 and last letter from Debt recovery plus dated 20/09/2023 (it doesn't say it's final).
Can I still complain to the landowner or is it too late?
Can you please help me find the landowner?

You can complain to the landowner at any stage. Always do that as part of Plan A. Also ask your MP to intervene.
If you are at DRA stage (DRP debt collectors which you ignore) then it is highly likely that ECP will not allow you to appeal as per Plan B and so will not provide a POPLA code for Plan C. You may be relying on Plan D for a judge to arbiter whether you do owe ay debt.2 -

I thought I can make an compaint to BPA as well. Where is stands in my situation? Thank you

The BPA will not entertain any complaint about the PPC until you have exhausted the PPCs complaints procedure (nothing to do with appeal).2

Please don't expect the people who spend an inordinate amount of time assisting victims on this forum to actually do your legwork for you.
Here is a response that @Umkomaas provides to help you do the work:Here's a standard reply I use wherein I offer some ideas on searching for the landowner.1. Google searches2. If a retail park, check on any signage which lists the on-site outlets3. Ask retailers on the site if there is a managing agent4. Ask retailers on the site to whom do they pay rent5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information7. Contact The Land Registry and for around £3 they should be able to provide definitive detail8. If you haven't already done so, give us the name of the car park/site/location, we may have seen other cases there.

Just to let everyone know, it wasn't easy to find out the landowner. At the site, no one knows anything, and the council refused to provide information due to GDPR regulations. I paid for a land registry report, and it turns out the landowner is Iceland.Iceland Foods Ltd,
