The clauses help to make the document legally tight - the rule is simple win a prize valued at £500 or more and you cannot win another prize of any value for 6 months.
They say why they have the limit ".. so that we can ensure fairness of our Competitions"

As to how they know it's presumably a combination of some/all of name, e-mail address, phone number, physical address and maybe even IP address. As larger prizes can require proof of ID then name is probably enough to start with.
(computerised data on winners could be sifted through in seconds)
