I wonder if the OP has moved to the UK from a country with generally hotter weather.  That would explain the desire to have more opening windows and through draught.  The current window conformation as described is perfectly standard for the UK.  A small window in a bathroom would only have the opening section opening.

Indeed I did, and guess why? To escape the intolerable heat.

Oh dear.  The best laid plans..... :D  At least in this country the 'intolerable heat' doesn't generally last long, although the past couple of years may make you question that statement.

The bathroom should have a extractor fan, best not to keep windows open in winter, and heating is not cheap

It may be possible but you will need a double glazing company to come and look, it will depend on who the windows are constructed / designed, It may though be difficult for it not to look odd.

Symmetry in this case doens't apply because all the window panels are identical. The only difference between the fixed and the opening panels is the handle (and the railing of course).

Can you post some pictures?  Normally the difference between a fixed and an opening window is the latter has a sash, whereas the former has the glass fitted directly into the frame.  If the "window panels" are identical that might suggest the windows are made using a different system to the typical UK pattern.

Also, what (exactly) do you mean by 'railing'?  Where is this installed, and what does it look like?

Sure, I'll post a picture tonight.
By railing I m mean the metal bar connecting the frame to the window. Folding it permits the window to close, while stretching makes it open.
    Maybe it's called "hinge"?
