Stolen and recovered

We went to sell my dads car yesterday to We Buy Any Car. The sale could not go through as there was a flag on the car that came up as “Theft insurance marker”. The car was stolen in 2010 but was recovered almost straight away with zero damage. It’s been with the same insurance company since.

Spoke to the insurer who sounded very confused and said she couldn’t assist.
My next stage is to take this higher but just checking first if this is actually the correct route if I’m missing something…?

I doubt if there is any way you can "take this higher" with WBAC.
If WBAC do not want to buy a car that has previously been stolen then that's likely to be the end of your experience with them.
Suggest you pay for a full check on the vehicle and see exactly what the status says, the insurer may not have updated details correctly.1 -
Is the marker saying that it's been previously stolen and recovered after the insurance wrote it off, or that it's been stolen and never recovered so still officially missing?
If the former, then there's nothing you can do if WBMCNY don't want to buy it. (We Buy Most Cars Not Yours)
If the latter, then the marker was clearly never removed after it was recovered.
If it was recovered before being written off and repaired and returned by the insurer, there shouldn't be any marker on it at all - same as if it was in a collision and repaired.
Permanent markers are only for insurance write-offs.
CatX would usually go on a car that was stolen, written off, then recovered.
The usual CatN/D or CatS/C would be on cars that were recovered but too badly damaged to repair after a theft.
