PCM Residential Parking ticket - First Appeal

Hello everyone,
Recently started lurking here and now seeking advice.
I am the first appeal stage with Parking Control Management Ltd for a ticket in a residential 'car park' that I happen to live in. The parking is in the front of the building and to be honest, it's massively inconvenient. I'm mostly avoided parking there as I know PPC's are greedy but recently I had a little emergency with one of my little ones and needed to be as close to the building entrance as possible. I was in and out in about 10 minutes.
I received an NTK in the post and today (6th Oct) is the last day to appeal.
I read the Newbies thread and I just wanted to double check, am I to send the template 'one size fits all' or just wait for the next letter? I've had enough of this because there are actually plenty of parking spaces but the Housing Association refuses to give permits to residents (they have about 10 permits for nearly 200 homes). We're left to fend for ourselves even though a little runner is a necessity for many of us. Most people here are families, quite a few with children of special needs and many of us from low incomes. We can't afford to be charged for trying to access our own homes even if we aren't the leaseholders.
It's ridiculous that we as residents can't make use of the space for less than 10 minutes but delivery drivers, contractors, postmen and the like can take hours despite the sign saying 'All vehicles are liable for the 100 pound charge'. Hardly any cars that park here actually display a permit and most of the vehicles are not randomers taking advantage; it's residents that need to drop kids off to school and drive to work!
Anyway, I'll stop rambling. Just checking to make sure that at this stage I just submit the template or do nothing and wait for the next letter.

Thank you for your response Grizebeck. My question wasn't if the appeal will win or lose at this stage (I'd read enough here to know that the overwhelming majority of first appeals are rejected) My question is if I am to use the blue template on the first page in the newbies thread

Use the template as advised in the NEWBIE sticky; even if/when it is rejected, it will look better if/when it comes to a court claim because you followed the process. What does your lease/AST state about parking? What it doesn't state is as important as what it does.2
