Private Sellers with more than 1000 listings

Just browsing eBay and noticed a private seller, registered in the UK, with over 8000 listings.
I checked and there's 35 pages at 240 per page so that total isn't including variations on MVLs.
eBay says after the free 1000 you pay 35p per listing so that would suggest the seller is paying £2450 to listing their extra 7000 items but they only have 30 odd feedback in the last month so can't be covering that outlay.
Out of curiosity what am I missing here, how do they get more than 1000 free listings?
Just to add they seem to be a genuine private seller with a massive amount of stuff .

The listings that renew are not eligible for the fee promotions on renewal.
For private sellers with only a few items they could just not renew or end the listings and wait for the next promotion.
I'm a private seller but probably have over 1000 items listed, all BIN and some of them.have been listed.for years.
I don't think i have ever listed more than 50 in a single month.
I don't pay any fees at all unless I sell something. But I list stuff as soon as I have finished using it rather than waiting for a promotion but I mostly only list at weekends so I'd guess 1/4 of it is done on a promotion weekend.
Not much of my stuff sells quickly, I'd guess I pay full FVF on about 95% of my sales.
Some £10 items I sell may have been listed for 5yrs+ so if I had to pay 35p a month to relist them I just wouldn't bother to list them at all. Intact, I probably wouldn't even pay any sort of listing fee even if it was a one-off charge.
If the majority of 1000+ item private sellers are like me then ebay are probably well aware of that.
I would love to know how much it costs them in electricity and server storage space/bandwidth to store and display my £10 item for 5yrs but I'd guess it's quite a bit less than the fee they will take when (if) it does finally sell.0
