I’m the owner.PCM say the council is their client but they can’t provide the contract to me. From their response it seems the social housing flats behind us all have housing association agreements with parking restrictions in them. But I have nothing in any paperwork received since buying the house.0

Do your deeds state that the area that you park in is owned by you, the "freeholder"? If the previous owner wrote in their declaration to the conveyancing solicitor that you have the right to park there, whether you won that land or not, in of itself is not a guarantee. However, whoever did the conveyancing could be liable for not checking that fact out.

A house.
There is no more detail than the buyers declaration and I made sure to squirrel all paperwork together for safe keeping.
3 permits were left in the property on completion in 2016, and PCM posted a new replacement set of 3 permits to my address a few years ago0 -

The issue is, who owns the land where you park your car. Unless it's a driveway which is a part of your property, you may not actually have any overriding rights to park where you did unless you can show that you also own that bit of land or that you have some other covenant or mention in your deeds that gives you the unfettered right to park where you did.
Dig out your deeds and have a good read and look for anything that specifically mentions parking other than on your own property, if that is at all possible.3
