Hi thanks so much for all the effort that's been put into all this advice. Could someone please just clarify a couple of lines from the pinned post. I've searched, read many many posts and tried to check but can't nail it.
FYI This is Trace Debt Recovery Ltd letter for an NCP cap park. Trace's letter says I haven't responded to NCP's letters. However Trace's are the first I've received, not seen any from NCP.Q - ''I am getting debt collector letters! They're really scary, the 'fine' has gone up, what do I do?''
A - If this is the VERY FIRST letter from a debt collector like PCS or ZZPS, appeal that Notice as if it was the 'Notice to Keeper'. IF YOU MISSED APPEAL AND ARE GETTING DEBT LETTERS - DO NOTHING! DO NOT RING THE DEBT COLLECTOR! See post #4 below. Do not post a thread (please, we have no time and you will be grateful later when you really need us, that we don't get bogged down with answering posts about 'ignore the debt collector letters' stage).
So do I appeal as if its the first notice to keeper?
Or do I ignore?

Ignore Trace.
You can try appealing to NCP, but I doubt it will work online. Check the details on your V5C. Incorrect details/moving home and not updating are the main reasons why keeper's don't receive the initial NTK.

Happens all the time, and if so this is your oversight (if we are right, you only changed your driving licence address, which doesn't change your car registration address). You need to update the address on your logbook which caused this issue, almost certainly.
Ignore Trace. No paying. No-one does.
