Euro Parking Services - Wrong initial address / urgent query
Please forgive me if a similar situation has already been discussed in the newbies thread, however, I could not find it for the life of me. I recently moved house and have obtained post from my previous address - in that were 3 separated PCNs from Euro Parking Services from a few months back now (a car park only ever used for Tesco express) and 3x ‘FORE COURT ACTION’ headed letters. Just to check, does this constitute a Letter Before County Court Claim/Letter Before Claim/Letter Before Action?
I therefore cannot appeal online as it is outside the appeals period. I am aware that the appeal will have no audit trial/proof if I send it by post, but it may be null and void anyway given the time elapsed - do you have any advice?
My second question is that each of the PCNs are listed as ‘ reason for issue: parking for patrons, whilst on the premises only’, and all of the 3 instances were to the Tesco express, of course, they have not captured that in the ‘additional images’ but only when the person went elsewhere for a couple of minutes to toilet etc or to use a different parcel returns method if the Tesco means was broken. I am aware that these private companies don’t usually litigate over all their single PCNs, but where this is 3, I have reason to think they might. Do you have any advice?
Other than change my address with the PPC (also via letter?), and possibly ask for the information they store of me under a Subject Access Request (as I think some of the forwarded letters are missing and are scared I may have missed a claim letter), what should I do? Or can you only do an SAR when in receipt of a letter of claim or LBC? Sorry I know I’ve asked about 7 questions but would be grateful for advice!

Send a rectification notice to the DPO of the PPC instructing them to erase your old data and replace it with your new address for service. Make sure you use the word I have highlighted. The DPO's details should be on the PPC's privacy page or their contact us page.
How precisely are the 3 letters headed that you call FOR COURT ACTION. We need precise, accurate information.
Don't send an SAR at this stage.
Plan A is always a complaint to the landowner /Tesco manager/CEO and your MP.
You could appeal by post if you wish, separate appeals for each PCN. Send them first class from a Post Office counter and obtain a free proof of posting. The interpretation Act and The PoFA both assume it will have been delivered two working days later.

Does the letter (with that weird phrase - unless you have copied it incorrectly) have a heading Letter Before Claim (or similar) does it give you 30 days to respond or 14 days, does it include financial forms (which you do not complete)? If the answer to all of these is NO, than, as @Grizebeck writes, you do not have a letter before/of claim.1

If the letter itself is from Euro Parking, then again it isnt an LBC1

I have now received an official LBC from Gladstones on behalf of Euro Parking Services, this is for the 1st of the 3 PCNs, I am a very busy person with work/personal issues and wonder whether it is even worth pursuing this given it will be impossible for me to go to court. Or even if I can get the fine down from £160, absolutely livid. Please kindly advise or do I need to start a new thread? Thanks0

You have told us that you are a very busy person, but can you please find the time to answer some of the questions you have been asked?

Well worth it and no risk as long as you defend the court claim.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
