This thread is getting confusing - as a couple of issues have become mixed together.
But I wonder if there has been some serious confusion on one of the issues?

If the projected cost was a tiny amount like £500 - that would be classed as "Up to £2m"
It's not an indication that the cost will be anywhere near £2m0
