This thread is getting confusing - as a couple of issues have become mixed together.

But I wonder if there has been some serious confusion on one of the issues?

So re-quoting parts of 4 comments to explain the back-story...

They have this week been told by the solicitor that the landlords are looking to replace the roof and there will be a 'substantial' cost.
    ....
Looking at the planning application it is going to cost up to £45000 per flat, which they don't have.
There are 5 blocks with 9 flats in each block. We only have some idea of cost because we found the planning application ourselves

So the cost is £2m for the 5 blocks - or £400k per block. How did you get those costs from the planning application?
There is a question on the planning application which asks for the projected cost

Based on some quick Googling.... is this the question you saw on the application form?

Planning Application Questions Required for the Planning London Datahub

2 Further Information about the Proposed Development

(vi) What is the projected cost of works? (Mandatory)

    c. Up to £2m
    d. Between £2m and £100m
    e. Over £100m

    Link: https://www.london.gov.uk/sites/default/files/planning_london_datahub_questions.pdf

If so, "Up to £2m" is the lowest band.

If the projected cost was a tiny amount like £500 - that would be classed as "Up to £2m"

It's not an indication that the cost will be anywhere near £2m
