Paid PCN and still Debt Recovery letter

I received a Penalty Charge Notice for parking without a ticket in a location where ticketing was not previously required during my last visit. I promptly paid the charge within the 14-day period after receiving the notice. However, I later realised that the notice was not dated within the 14 days as the letter arrived late in the mail. I became aware of this when I received a subsequent letter, this time from a Debt Recovery agency. Is there any recourse available to me in this situation?

Yes private. I’d never received one before so I thought it would just go away after making the payment. Discovered this forum too late. Any advice?

You have been mugged don't get mugged again, and it was never a "Penalty Charge Notice" it was a speculative invoice.Ignore DR idiots don't waste your time and effort.3

By paying you admitted liability. Nowhere to run from this now. Just ignore the DRA letters as there is nothing they can do.2
