Out of time to appeal parking fine

Thank you for all the info on the newbies thread. I have seen where you advise to ignore the debt collection letters. Could I just clarify if a PCN letter was received on 23 August 2023 with 28 days to appeal and an appeal was not made, do we now not appeal at all and just ignore debt collector letters and only act if we receive letter before court proceedings? Or should we send late appeal anyway? Thank you.

quick heads up it's not a fine.
it may also be worth googling waiting is not parking for a little re assurance, and service should they try and take things further, and for the basis of a complaint.From the Plain Language Commission:

I got a ticket from P4 parking 2 months ago which I have ignored. (Live in Edinburgh Scotland) 0n 4th October I received a letter saying I was being referred to the court for payment. I also received a text message telling me the same thing. Do you know how they could have got my mobile number???0
