Help - I'm in Budapest and my phone has suddenly stopped working for data


My Android phone, in Budapest, has suddenly stopped allowing access to data via WiFi and phone - ie, neither work.
I have rebooted numerous times. I have removed and reinserted the SIM.
I have international roaming enabled. I have allow data while roaming turned on. I have 600MB data left on my GiffGaff UK PAYG account. It had all been working well for the last few days. But after I turned mobile data off and then back on again it stopped receiving/sending any data.
Google maps shows my location correctly but due to the lack of data cannot give me any navigation.
BBC news says I am not connected. WhatsApp is not sending or receiving.
The icons in the top left of the phone screen show 5 bars of mobile signal. The wifi "fan" icon is showing full signal.
Managed to get back to hotel and laptop using a paper map and sense of direction.
Any advice gratefully received. No matter how obvious.
(ps - prior to it stopping working I was using it as a mobile hot spot but I have turned that off now
Also - I use Mozilla VPN but turning that off has not helped either)

Just tried again turning off the VPN and it is all working now!

Sorry I cant be any help but just wanted to say I love your line about managing to get back to the hotel using a paper map and sense of direction.
