I just had a quick search on t'interweb and ended up none the wiser.  One item stated that it isn't mandatory, supporting what many have said, but another says

"What happens if PAT testing is not done?
If you don't, this could put you in breach of related laws, including the Health and Safety at Work Act (1974) and Electricity at Work regulations (1989). By not paying attention to the safety of your electrical items, you would not be compliant with your legal duties as an employer."

The magic word in that quote is "could".
As a venue operator, you are responsible for the safety of staff, customers, visitors, etc.  That includes making sure that electrical appliances are safe.  How you do that is up to you.  Regular PAT is one way to do it.  But it's not the only way.
If you do nothing at all to ensure safety, you could be held liable.  But the law doesn't say what you should do.
    If it sticks, force it.
If it breaks, well it wasn't working right anyway.

    Thanks all.
When I think about it, perhaps what our PAT guy was doing with these DI devices was just a visual check.
Perhaps if I can do ditto without having to disconnect and remove them, that should do.
