Parking charge on non car park land

I have challenged local councils for a response on charges being made on what is effectively a illegal parking lot that makes a charge (not a penalty) without stating duration of parking allowed, Also the scheme being allowed by the council without planning. They don't want to know. This I have used as a successful challenge to a charge. Any thoughts.

Since we concentrate on parking charge notices from unregulated private parking companies, you would be better off taking this over to our friends on Pepipoo.com as they are the experts on council and police issues.

If you could elucidate a bit more information, we may be able to give you some "thoughts". What is the location? Which PPC (if it is referring to a Parking Charge) or authority (if it referring to a Penalty Charge)?
