Registered owner/keeper and no driving licence

Currently,
- Dad is the registered owner and keeper of the small car.
- Mum is the registered owner and keeper of the big car.
- Mum and dad are married – so property like cars may be considered as joint ownership https://www.westyorkshire.police.uk/ask-the-police/question/Q743
- Both mum and dad have their own 9+ years NCD with a clean record
- Mum has 1yr medical licence which is subject to renewal
For insurance purposes (cheaper policies – and lack of mainstream insurers wanting to insure mum given her 1yr medical licence) this is what happens:
- Dad insures the big car (which is owned/kept by mum) and mum is a named driver. Dad is named as the main driver.
- Mum insures the small car (which is owned/kept by dad) and dad is a named driver. Dad is named as the main driver.
Mum is being assessed by the DVLA under a medical licence renewal. If mum’s licence is withdrawn then where do we stand with insurance and ownership?
Assuming both cars are retained, my thinking is that:
- Mum won’t be able to insure a car.
- Mum’s policy for the small car will need to be terminated and Dad will need to insure the small car without any NCD. His NCD would have been used on the big car.
- Dad’s policy for the big car (owned/kept by mum) will need to be amended to remove mum as a named driver.
- Mum can still be the registered owner/keeper of the big car based on the West Yorks Police joint statement. There is no need to make dad the owner/keeper of the big car.
I’ve been searching for information from websites such as DVLA, AA, RAC etc but haven’t found anything.
Has anyone found such information?

It is possible to insure the car as a non-driver but it's not something your average comparison site is going to be able to deal with. Being a niche requirement prices are normally going to be higher but always worth double checking.
Its worth speaking to both current insurers about the situation as well and see if they'll do anything either Small Car insurer transferring the NCD to him or Big Car insurer mirroring the NCD or similar onto the Small Car if they get the business. Do quotes before speaking to them though as NCD discounts are not as big as they used to be and you may find a new insurer with 0 NCD is cheaper than one of the existing insurers with the NCD. The new insurers are not obliged to do anything for you but some will if the right heart strings are pulled (its fairly common for NCD to be transferred to the surviving spouse ND when they become a widow(er)).
You bullets are the most likely outcome, though the vehicle may be jointly owned and so ownership could be declared as the policyholder in both cases (check the invoice of purchase ideally to confirm) but registered keeper will always be just one person and that needs to be correctly declared. The keeper doesn't need to have a license.0 -

Thank you @DullGreyGuyWe'll check with the current insurers to see what they can do if and when the need arises. We can speak to human beings for the small car policy. The big car should be serviced online (except for claims) and therefore a little difficult to build a rapport over email.The big car is used for towing and the small for town use because parking bay sizes haven't increased in size.The loss of a licence may result in changes in vehicle ownership.
