My friend has a blue badge and was parked briefly at this beach whilst he checked directions.
The parking fee was £2 for 2 hours, and the sign said Blue badges are valid.
He received a fixed penalty from GXS services, who are an IPC accredited operator.

Upon later inspection, the other signs now have a new plate over the original saying that "blue badges are NOT valid at this location"

He has photographic evidence that shows at the time he parked

Should he send the standard letter declining payment using the above?
Or is there better advice ?

have advised to use the No nonsense letter and cite that " The charge is disproportionate and not a genuine pre-estimate of loss" £100 "fine" for a £2 ticket.Nearly ten years out of date, since that argument was killed by ParkingEye v Beavis!
No chance. Just ignore it and the £170 demands from Trace. Laughable crap.
Just read the other GXS Shoreham Port threads, because this area of Southwick falls under Shoreham Port Authority.
We have a recent one also involving a Blue Badge holder (easy to find by searching the forum) and the thread gives all the advice you need.
Get the victims to pm each other and take their case to the Argus.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I put the search keywords in bold in my reply for a helpful reason. They were right there for you to copy & paste into the search box so you could gain confidence in how this forum works, @mrg9999 (and then do your own further searches later, if you want, if you think of something else you want to read about, such as the tedious letters from Trace Debt Recovery that we don't need to see).
It would be very bad forum practice if we did searches for new posters, who would never learn how to search & use this forum well. We want to give you the means to use the forum as a resource.
Providing you with a clear hint by way of the exact search words to look for is much better advice and enables and empowers you as a forumite who wants to know more.

Your friend should tell GSX to go sit on a sharp stick and swivel. Your friend should do so as the RK and tell them to go find the driver. The RK cannot be held liable as the land is covered by bylaws.

Choose "Option 3" in their letter, Ignore.
If they are intellectually malnourished enough to "escalate" it, they would find that they are on a hiding to nothing. As long as the drivers identity is not known, they have nowhere to take this unless they want a spanking from a judge.1
