hoping to open and account for new grandchild but seems to mention parents only. Which of their accounts would be best for long term saving?

I suppose the obvious question is why restrict yourself to savings in NS&I ?
Also with a 18 year time frame, it is normally recommended to open an investment account, rather than a savings account.1 -
There is no NS&I account specifically for children other than the JISA - better JISA rates are available from other providers.
The JISA can only be opened by one of the parents but other friends and relations may contribute.
With so long a time frame, the investment (rather than savings) option might be the better choice, but a mix and match approach is possible provided that the total annual subscription limit is not breached.

It's probably not the best option for growth, but my mum opened up Premium bonds for my children and pays in every Birthday / Christmas. I didn't realise for many years that she had listed me with NS&I as 'Responsible Person', so now I can oversee their accounts until they are 18.0

We got our children to open a S&S ISA for each of our grandsons with funds we provided. Once opened then you can top up their accounts directly. We do a top up each birthday. We used Vanguards JISAs and they are all invested in the LS100 fund.
