BW Legal letter for a car parking fine

Hi this may have been covered elsewhere, but forgive me i am a newbie.
I have just received from BW Legal a letter stating i owe £100 for car parking fine from ArdPark Ltd, when i went to Edinburgh in May this year. This is the first letter i have received. According to BW legal the original letters were sent to my old address. When i moved  i sent DVLA my V5 to update my address and unfortunately they lost it. I only realised that i hadn't the updated V5 in the summer, when i was thinking about selling my car. So had to reapply for a new one.
BW Legal have charged me £60 on top of the £100 car park fine. Is that reasonable or even legal. They also state that i cannot appeal.
I did drive into the car park identified. I went to pay, but  the signage stated you had to pay online. Tried to do so on my phone and was told all the spaces were booked and none were available. Tried again as i was in an empty space to pay online/book and again stated all spaces were booked. Then reset Google maps to find another car park and left. This took no more than 5 minutes.
I have informed DW Legal of the above, but they are demanding £160  and state I have until 27/10/23 to pay. The BPA guidelines state you have at least 10 minute grace period, before a fine can be issued. 
Any help or advice gratefully received. Thank you

    Is the parking event in Scotland? Obviously ignore it if so.

    I don't think ArdPark are BPA AOS, so that Code is irrelevant - but you won't be paying.

    That's a pity. Now they know you were the driver. Had they not known the identity of the driver, you could have just told them you are the RK and cannot be held liable as the RK. Do you live in Scotland?

    They are IPC members.
  • I don't live in Scotland but in England. So I presume from what I am reading I don't have to pay or have I hot that wrong
