Cancelling a purchase

Is it down to the buyer or the seller to cancel a purchase??
Buyer placed an offer on an item I have.
I accepted.
Buyer hasn't paid.
Send an invoice reminder after 2 days.
Here is the conversation trail that followed:
Buyer : Cancel the order ,something come up ,I can’t pay
Me : You will need to request a cancellation via eBay your end to which I can respond.
Buyer : Listen you are the one who can only cancel this order,I can’t do anything,click on order and choose cancellation.thanks
If I cancel do I lose the fee's or does it affect my account??
Or is the buyer just trying to get me to cancel so this doesn't negatively affect his account??
If not I will just let the sale time out and the auto non-paying bidder routine kicks in?

Scratch that - just found an article saying if its over an hour then contact the seller to cancel - hopefully I'll get my fees back.

Yeah, there's an option saying 'buyer requested it' - which I've had used when it was the seller wanting to cancel something I bought, thanks eBay *rolls eyes*.1
