Communal Supply Issues

We own a flat in a block of six. There is a seventh electricity supply that services the security door, stairway lighting etc. As we don't live in the property we asked SSE to send a copy of the bill to our home address. 

Not everyone pays their share, but we discussed that with SSE and it was understood that we would only pay 1/6 of the bill. 

Since OVO have taken over they have decided that we are "financially responsible" for the entire bill. They are refusing to justify that other than by saying SSE told them we were. They are also refusing to even send a copy of the bill to the other properties.

Could you please give us a sense check there. Also we presume the ombudsman is our next port of call, would be great if you could confirm or give any other guidance.

Who engaged OVO to take over from SSE?

Are these leasehold flats, and if so, who is the lease holder?

Noone engaged OVO. They took over SSE's business.

This is in Scotland so leasehold isn't a thing. Each of the flats is owned separately.
