Heathrow PCN

I was dropping some people at the drop off zone at Terminal 4 Heathrow.
The passenger I was dropping off paid for the entry using their details.
I went up and tried to find somewhere to stop but couldn't so I went out to go back around again. I entered the drop off zone again and dropped them off.
At the time, I thought since it was paid for it, it should be fine. I then got a letter with a PCN. Only after searching online now did I realised it was actually £5 per visit.
I am not sure how to appeal this? Should I be honest and say what happened or will I face better chances if I go down the NEWBIES route I have seen mentioned several times?
Edit: I was issued the PCN 18 days after the incident date and I received the PCN 2 days after the issued date (20 days after the incident). So am I correct in assuming that I can no longer be held liable for the PCN so all I need to do is not name the driver?

Nothing to do with the date it was sent though. Irrelevant on Airport land; even if they sent it to you within 14 days, APCOA cannot hold registered keepers liable for parking charges on land under statutory control.
Search the forum for APCOA Heathrow and copy one we did earlier!

EEEK no. That would be madness!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

More examples of how to blast both feet off with both barrels! If you want to be a mug and pay twice for the privilege of passing through the drop off zone, be my guest. However, if you have a read of the Newbies/FAQ thread and try to understand that APCOA have absolutely no idea who was driving. As this is airport land covered by bylaws, PoFA does not apply and the RK cannot be held liable. The only way the driver can be held liable is if you blab it to APCOA.
Do as advised above by @Coupon-mad and when you find the appropriate response, send it as the RK. You will eventually receive a letter telling you that they are going to forgive you, just this once and that you must behave better next time and follow their rules. End of!3 -
Yeah just what I thought the response would be but wanted to make sure. Other posts in this forum saved me from shooting myself in the foot haha. Will update once I hear a response.
