Permit letter, permit slipped down the dash

Hi guys looking for some advice regarding some parking charges I have received recently.
Okay so I moved in to my flat back in July, in the complex there is a large car park with a large number of empty parking spaces, when I first moved in there was a road just on the outside where people would park that you didn’t need to have a permit, but about a week into me moving in the council came and put double yellows all up the road leaving 4 spaces to park, to avoid fighting for a spot I decided to buy a parking space inside my complex when I got my space I was allocated a space that had apparently already been taken, I told my letting agent of this immediately and they said to use the one next to it and they will resend another permit. In the meantime I got a couple of charges when I let “city permits” know the person I spoke to asked for my registration and said they would let their wardens know not to ticket my car the charges were waived.
Fast forward to last week permit letter has not been moved since I received my new permit since the last conversation with the company I had not moved or even changed the permit, yes I know it should have been done straight away but I had been working away and not had time, I find my car had been ticketed again I appeal the charge as the letter was still presented in my vehicle I remembered I had not changed my permit to the new one so I immediately changed the letter to the new letter the next day I return to another ticket the next day another to me baffled as to whether the warden is blind and cannot see the letter in the car. I appeal all three charges that I received the reason given by for the charge was “ no permit “ on all 3 not “permit displayed incorrectly “the car did have the permit inside however the letter was had slipped down the dash not showing the permit itself.

After appealing the company has said that because the permit was not on show they are not willing to waive the three tickets as the “foil” is not showing after going back and forth by email, the person doesn’t seem willing to cancel the PCNs and has said to go to POPLA with the claim, what would you advise I do, does the fact that on the letter it doesn’t claim in black and white that the letter itself is not enough and that the foil on the permit and the permit alone is all they need to see is not instructed or do I have to bite the bullet and pay all three?

Forget POPLA. It's considered biased.
You won't win at POPLA.
Complain to the managing agent and tell them they will be liable for your loss, if their out of control agents sue you and you lose*. Tell the MA to get their fingers out and cancel ALL PCNs, apologise and send you the right permit. This is their fault. Say so. Make it clear what you want done.
*Which you wouldn't!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

“Unfortunately we can’t cancel the 2 charges completely however we can reduce down to a £10 waiver fee for each. However the 3 one stands at the full amount. “
This would be suggesting that I pay £80 rather than the £180 does this seem reasonable?0 -
No, it's unreasonable. But paying £10 each for two does sound OK.
Tell them you will pay £20 to clear the ones they are offering to settle at £10 each and will see them in court over the other one.
"The full amount" means £100, surely.
And make the complaint to the Managing Agent and/or letting agent. Whoever caused this. Maybe ask if THEY will pay the third one (or all three) as this is their fault but you've managed to negotiate two PCNs down to £10 each. Send the agent the reply you got.PRIVATE 'PCN'?
