Parking Direct - PCN for not displaying a permit

Hi, my parents recently dropped me off at my residential accommodation in London and received a 'Parking charge notice' on their windscreen from Parking Direct UK.
There are parking bays for residents, however, you need a permit to park. They did not display a permit and I have not purchased one as I do not have a car.
My parents parked in one of the bays (bays are not allocated) and brought some stuff up to my flat and within 10-15 minutes they had been given a ticket. The ticket says 'The driver is liable to pay £100 within 28 days'
What should be the next steps? To appeal and by not naming the driver? I am struggling to find a relevant template.

There isn't a PPC called Parking Direct.
