HELP** - ORDER OF RECOVERY OF UNPAID PENALTY CHARGE - CAME LATE IN POST

Hi All,
I need some advice.
I recieved my order of recovery of unpaid penatly charge in the post on Friday the 22nd of September. However the date shown on the letter is 26th of August and says i had 21 days to appeal or pay from that date. However this passed even before i recieved the letter in the post.
I planned to do a statutory declaration as i did not recieve the intial notice and was advised to wait for the order of recovery to come through in the post, in order to fill out the statutory decleration and get the fine reverted back to its orignal amount. However as the 21 days has now elapsed, i feel a solicitor wont be able to do anything as i missed the letter deadline even though i recieved the letter late. The original envelope has no date when the letter was sent on it.
Does any one have any advice on best course of action.

Does any one have any advice on best course of action.Yes. As a starting point .....As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a Hotmail address won't work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:Read the sticky 'Read this before you post' as well as reading through some of the other threads there ahead of posting your own details, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
