The boiler upgrade scheme is to help with going from gas to a heat pump, not for buying another gas boiler.2

You'll need a poor EPC before your qualify for ECO4 and also be in receipt of a benefit beyond the state pension.
I get letters every few weeks offering ECO4 help, because they trawl the EPC records looking for likely candidates. I only get a state pension but don't qualify for additional benefits so not eligible for ECO4.
When I've spent my savings bringing the house up to EnerPHit standard, then I'd probably qualify. Catch 22.0
