I was recently shocked to learn that my Dad is paying for his TV licence, as he is 82 years old and registered disabled. Apparently because he is on disability benefits rather than pension credit he doesn't qualify for a free licence, this can't be right surely?

Yes, it is correct, someone in the home must be on pension credit.

Seems fair enough to me, Pension Credit is a means tested benefit, and Disability isnt (as far as I know)0

Sorry, but Pension Credit is a 'gatekeeper' benefit granting or withholding access to other benefits - I'm afraid you may have to get entangled with the DWP.0
