Loft ladder to Boiler landlord refuses to install.

Good day.
Recently we had gas safety check for combi boiler and inspection said loft ladder should be installed and he will report this to agency ( however gas safety certificate pass ). From my side I did report this issue to the agency repair service and this was declined from landlord.
Not only it was needed for safe inspections but
1) We cant access boiler either to check reassure, temperature and restart if needed ( especially winter time ) .
2) There is no light in loft so even if we would like to look into loft from room we could not.
Me and my wife are both disabled with mobility issues and using some type of ladder is also out .
What can we do to make landlord install these or we should ask council to step in ?

If your heating and hot water stops notify the landlord and he can come round with his ladder and reset your boiler.
I can't see them budging to be honest if the gas certificate has been issued.
You could become a nuisance (as long as you feel safe in your tenancy) and ask the agent/landlord to come round to check the temperature and pressure regularly or alternatively you will do this if they provide a suitable loft ladder.0 -
So you're saying you couldn't use a ladder even if one was installed anyway? I don't think there's any principle that the accessibility ought to be more than just a ladder (or that the boiler has to be moved to somewhere you can access).edzusbalodis said:

I doubt the council would step in to be honest. If you are able to control the boiler through timer/ thermostat within reach then I doubt there is anything you can do.

That's the problem, I have been doing this in past, I rent this property over 9 years now. Every time I do report about not having hot water or heating it takes in best case week for someone to come over sometimes even up to month. Well if the ladder would be stable attached without risk of falling, there might be possibility.user1977 said:

I got only wireless heating panel where I can turn on or of heating and nothing more. Boiler was always there and we are renting this property over 9 years now.silvercar said:I doubt the council would step in to be honest. Pretty sure there has been a requirement to have a permanent ladder and lighting in any loft where a boiler is to be located for at least 25 years.
The boiler would therefore have to be very old if it was fitted before those regulations came into force. Of course a ladder may have been there once and has since been removed.0 -
