Council wrongly accused and chased me for allegedly unpaid fine

Hello there, i have a question as today i have successfully challenged Council and received response where they admit that due to their system error they could not see it, but that did not stop them to harass me with letters of impeding court proceedings.
When ive received first letter (few months after ive paid) i enquired numerous times to them via phone (and even walked to the council) about it and i had been told that they dont see anything and they cant help me, so i basically wasted hours of my time trying to resolve this
Over month ago they have sent me another letter about court proceedings, and thats where i've sent them out lengthy email and found that im not alone suffering as there was another resident having similar issue.
My question with above is, due to the amount of stress i've went through and hours I've wasted on it, can I contact ombudsman or solicitor in order to get recompensed for that?
I have logged all my mails, enquiries, to have it ready for the file

    Local Government Ombudsman. Your local councillor (assuming the council you are dealing with is your local council). Instructing a solicitor (expensive and you may end up paying more than you might hope to recover). 

    Frustrating, but moving on might be the least PITA.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    You have to exhaust the LA's complaints procedure first.  Then take it to the LA Ombudsman.

    Absolutely NO NEED for a solicitor. The Ombudsman service is free.

    So, send one more email asking the LA to confirm that you have exhausted their complaints procedure and to tell you how to now escalate it to the LA Ombudsman.
