PCN appeal outcome contradictory

Hi,
I received a PCN for parking in one of Britannia's car park in Inverness while on a visit there. I appealed against it and provided the proof of payment as bank statement clearly showing the time and date of payment made. The reply has come back stating that "We have reviewed the transaction data for the date of your visit and we have been unable to find a ticket or validation, which corresponds to your full and correct vehicle registration number. However, taking into consideration your additional comments/evidence we believe a keying error has occurred when entering the VRM at the validation or pay machine." This is ridiculous as I have submitted the proof and no charge is valid if I have made the full payment. They are trying to exploit the fact that I don't have the slip for parking as it was done a long time ago.
Further it is noted that "17.4B It is appreciated that in issuing a PCN in these instances, the operator will have incurred charges including but not limited to the DVLA fee and other processing costs, therefore we believe that it is reasonable to seek to recover some of these costs by making a modest charge to the motorist of no more than £20 for a 14-day period from when the keying error was identified before reverting to the charge amount at the point of appeal". I have no intention of paying them the charge of £20 as they have requested.
1. Do I need to wait for any action from them and ignore?
2. Instead, should I take this to Ombudsman?
In anticipation of some advise from the expert members of this forum.

You can ignore it. Scotland.
Things are changing next year. Search the forum if you want to learn how but it won't affect existing Scottish PCNs.

Plan A is always a complaint from the registered keeper to the landowner and the keeper's MP. Currently a keeper cannot be held liable in Scotland, which is why it is important not to blab about the driver's identity. This will change in the near future when keeper liability becomes a thing in Scotland thanks to your former dear leader.
PPCs won't try court in Scotland for a single PCN, which is why it's safe to ignore, even if the driver's identity has been revealed.
